The daily crime situation in this country is truly frightening. It was brought into focus by the Inter-American Development Bank’s Report entitled Guyana and the IDB: Partners for Progress. The Report stated that, of businessmen surveyed, “30 per cent considered crime to be among the top constraints to business. Thirty-eight per cent [of the participants in the survey] had been victims of theft or vandalism.” The annual survey published by Ram & McRae – Business Outlook Survey 2010 – rated the Guyana Police Force and the Ministry of Home Affairs “poorly” in terms of effectiveness in the public sector.

Today is Day 16 of the flood emergency which has afflicted our coastlands. The people of the East and West Coast of Demerara still live in deep water, now filthy water. Many are housed in temporary shelters in primitive and often humiliating conditions. To date, there has been no proper, formal or systematic explanation of the nature and origins of the problems, the steps which are being taken to deal with these problems, and the analysis of the accountability for the crisis and the relief which has emerged. The PNCR since January 15, 2004 called for an independent and impartial inquiry into allegations of state-sponsored death squad(s) and the involvement of Minister Gajraj in directing its operations. Such an inquiry must comprise of suitably qualified and acceptable persons, including an international involvement. The need for Gajraj to demit office is also a precondition.

COURT WORKERS STILL NOT IN RECEIPT OF SALARIES: It is now 14 months since the Registrar of the Supreme Court, Ms. Sita Ramlall, unilaterally terminated the employment of 14 Public Servants attached to the Supreme Court. On the 26th day of August 2002 Her Honour Justice Cummings held that the purported dismissal of the 14 workers was unlawful and the Judge ordered that the 14 workers be immediately reinstated. Despite the fact that the 14 returned to their jobs immediately as per the Court's Order, Ms Ramlall, with the silent but strong support of this uncaring Government, refused to pay the workers.

THE DEATH OF SUPERINTENDENT LEON FRASER: The killing of any police officer in the line of duty is a cause for regret. Unfortunately Superintendent Leon Fraser had come to epitomise the lack of professionalism which had undermined public confidence in the force, compromised its efficiency and sullied its image. It is arguably the recourse to brute force and strong arm tactics in recent years at the expense of sound police work by some elements in the force which is responsible for the five dangerous escapees to be still at large. Fraser’s death should be the occasion for the Force to do some serious stocktaking and to take the appropriate measures to enhance its standing among citizens. The PNCR however, does not believe that this can be accomplished under the present incumbent at the Ministry of Home Affairs.

On Friday 25th of January, over 16,000 Guyanese joined in a march of protest and solidarity in Georgetown to deplore the alarming rise of police brutality, extra judicial killings and the brutal assault on the popular television talk show host Mr C.N.Sharma. The PNCR was pleased to be associated with this highly successful event and noted the wide cross section of concerned and outraged citizens who followed their consciences and registered their disquiet and dissatisfaction with the decay of the moral fabric in our society which manifests itself in these brutal and illegal activities. We are convinced that the tide of moral outrage in our society is rising and that the PPP/C will be forced to recognise that the people of Guyana will not tolerate these outrages indefinitely.

PNCR deplores and condemns the brutal assault on Mr. C. N. Sharma, popular television Talk Show Host, Managing Director of CNS Channel 6 television station and Leader of the Justice For All Party. On 20th January, 2002, Mr. Sharma was at Meten-Meer-Zorg Village on the West Coast of Demerara, pursuing a news story. He was accompanied by his cameramen who had in their possession expensive camera equipment. He was set upon by well-known PPP/C thugs and enforcers who were armed with knives and a gun. They beat him severely and all the evidence suggests that their intention was to kill him.

In the wake of the March 19, 2001 elections, People's National Congress Reform (PNCR) took a deliberate decision to engage the PPP/C government in a dialogue. We were of the view then, and are still of the view, that the deep-seated and apparently intractable problems which have been bedeviling our country for so long would only be solved when there is a national consensus on the principles and practice of good governance, a consensus which derives from the meeting of minds of the various political Parties and representative organs of civil society. To this end, PNCR embarked on such a process with the PPP/C. We saw it as eventually embracing all the stake holding interests in our country.

THE ECONOMY: The country has for some time now been in the throes of an economic crisis. This has worsened severely compounded as it is, by a crisis of governance. Every sector of the economy is experiencing a sharp downturn and is in serious trouble; and current negative trends in the world economy will deepen the recession in Guyana. While the impact of some external factors cannot be denied, the fact remains that the situation has been exacerbated by stubborn mismanagement, corruption and incompetence. Neither the economy nor the government administration is being skillfully managed and the country is in a state of drift.
