Last Saturday 4th December the People’s National Congress Reform held its last General Council meeting for the year 2004. The Party’s General Council which is the highest decision-making forum between Biennial Congresses brought together Party members from the ten administrative regions.

Among the matters on the Agenda of this meeting was the Age of Consent Bill and the discussion on this item was preceded by a presentation by Ms. Clarissa Riehl, M.P. Attorney-at-Law and member of the Central Executive Committee.

This item provoked extensive discussion during which wide ranging and varied opinions were offered by a cross section of members of the General Council. As a direct result of the diverse nature of the opinions expressed, the General Council agreed that PNCR Parliamentarians should be free to exercise a “vote of conscience” on the matter when it comes up for debate and decision in the National Assembly.
