On Saturday, July 16, 2005 the People’s National Congress Reform convened it second General Council Meeting for the year 2005.

This General Council meeting, the highest decision making forum between Biennial Congresses, brought together Party members from all the administrative regions. The meeting was convened under the theme “Building a Platform for, Peace, National Cohesion and Reconstruction”.

Party Chairman, Mr. Winston Murray, M.P. delivered the welcome remarks and presided over the morning’s session at which the General Secretary’s Report was presented by Mr. Oscar Clarke. The General Secretary, among other things, referred to the steep decline in the economy manifested by the rise of crime, narco-trafficking and robbery with violence. “… the majority of Guyanese are apprehensive of the future and more especially our members and supporters who are looking to the People's National Congress Reform for leadership, which will provide hope.” he said.

Delivering the main address, Party Leader, Mr. Robert H.O. Corbin, MP, said that the focus of the Party must be on preparations and organising for the next elections. In this regard, he detailed the Party’s struggle in GECOM to get a clean electoral list via the pursuance of house to house verification and the introduction of an improved biometric fingerprint feature as the basis for the preparation of the voters list. The aim was to ensure that the elections are well organised and free of irregularities. The Party Leader said that at the end of the day, the PNCR must be prepared and organised. Every activity of the Party from hereon must be seen as part of the preparations for elections.

The presentations of the General Secretary and the Leader were followed by lively discussions from the floor.
