The People's National Congress Reform wishes to make it clear that the reports under the headlines “Motion to readmit Green approved by PNCR Congress” and “Hamilton Green restored to PNCR in a leadership role” which appeared in the July 23rd issues of the Stabroek News and the Kaieteur News respectively do not reflect the outcomes of the discussions and decisions of the recently concluded 15th Biennial Congress of the PNCR.

The details of this matter and the results of the deliberations of the Congress will be the subject of the Party’s Press Conference on July 26th, 2007.

The Congress considered a motion from the PNCR # 1 New York Group seeking to reinstate Mr. Hamilton Green to the membership of the PNCR at the leadership level.

After full and at times heated discussions the Motion was amended and what was eventually passed was that the Central Executive Committee gives favourable consideration to an application by Mr. Hamilton Green for readmission to the Party as already provided for in the Constitution.

Article 24, Section (19) of the Party’s Constitution states:

“When a member has been expelled, the Central Executive Committee may readmit him to membership:

(a) if he applies in writing not earlier than two years after the date of his expulsion;
(b) and on such terms and conditions as the Committee may decide.”

It follows that contrary to the headlines in the various newspapers referred to above to Hamilton Green has not been restored to the membership of the PNCR.

There were other resolutions discussed and decided upon at the Congress, the content of which will be discussed in Thursday’s Press Conference.
