The Leader of the People’s National Congress Reform notes with concern a report on page 14 of today’s Kaieteur News, January 29, 2004, and on page 2 of the Guyana Chronicle, both of which report the Head of the Presidential Secretariat and Secretary to the Defence Board, Dr. Roger Luncheon, as informing the nation that the President had invited the Leader of the Opposition to consult on the appointment of the Commissioner and Deputy Commissioners of the Guyana Police Force.

Mr. Corbin wishes to make it clear that this report is false. A letter, dated January 27, 2004, and signed by the President to the Leader of the Opposition, invited him to consult only on recommendations for the appointment of Deputy Commissioners. There could be no mistake on this matter as Mr. Corbin had previously received a letter dated January 20, 2004, and signed by Mr. Luncheon, inviting the Leader of the Opposition to consult with the President on “Recommendations for appointment to Deputy Commissioner”. Mr. Corbin subsequently received an email from the President’s Office asking that the letter from Dr. Luncheon be disregarded. It is significant; however, that Dr. Luncheon’s letter included the appointment of Mr. Winston Felix to the substantive position of Deputy Commissioner.

Mr. Corbin has today responded to the President’s letter of January 27, 2004, in which he has expressed concerns about the failure to have on that agenda the appointment of the Commissioner of Police and insisting that this matter be included.

As is the practice of the Leader of the Opposition, he will not make available to the media the contents of his letter to the President at this stage.
