PRESS RELEASE People’s National Congress Reform Congress Place, Sophia, Georgetown, Guyana. Friday, February 20, 2004

The People’s National Congress Reform welcomes the appointment of Mr. Winston Felix as Commissioner of the Guyana Police Force and takes this opportunity to extend congratulations to him. It is our hope that his appointment will herald a new and welcome beginning to the process of change and renewal, so necessary for ensuring the achievement of the high ideals of the motto of the Guyana Police Force – Service and Protection.

We have noted from the first remarks of the new Commissioner, his recognition of the constitutional basis of his appointment and his accountability. We look forward to seeing this translated into action during his tenure in office. We have no doubt that Commissioner Felix has the capacity to perform creditably, with honour and distinction. We wish him well in the fight against crime, corruption, illegal drugs, and the general disregard for Law and Order, which are now so entrenched in our society.

The PNCR is under no illusion that all the problems of the force will be solved in one fell swoop by the appointment of Commissioner Felix. It is however our hope that his professionalism, acquired over years of training and experience, would serve to usher in a dispensation characterized by a respect for the law, its rules and regulations, and above all else, the Constitution of Guyana; and, could simultaneously bring closure to the era of political interference and corruption. Since it is the people of Guyana who are the ultimate benefactors of an efficient and effective Police Force, we hope that the Force, under Commissioner Felix, will be allowed to pursue its mission without the restraints on training, acquisition of resources and freedom to act according to law.

While the onus is now squarely on the shoulders of the Commissioner to realize his full leadership potential, he cannot succeed without the support of the Government and the co-operation of the Guyanese people.

The People's National Congress Reform pledges its full support to the new Commissioner in all his lawful endeavours and wish him success in his efforts to restore public confidence in the Guyana Police Force.
